Any way to report horrible proctor?

During my APCSP exam multiple people had their phones out in front of them using chatgpt, people were talking to each other and being general nuisances constantly, and my proctor said nothing. Then she gave us a break BEFORE the scheduled one because everyone finished the MCQ, and let everybody move around and talk. Today multiple of the kids who were cheating got pulled out from class. There were no cameras so they must've gotten the information from the proctor. That means that the proctor was well aware of what was going on but decided to wait until after the exam was over to get them in trouble. I feel that that is unnecessarily cruel, even if they were cheating and acting terribly, but also most likely very against the rules. If kids are cheating and being distractions during an exam, should they not be removed for the sake of the other students instead of letting them stay?

On top of this, my friend very quietly mouthed and motioned for my other friend to stop bouncing his leg on the bottom of the table during the exam, which the proctor apparently saw. Today he was sent to a Dean and has lunch detention for 3 days even after he explained exactly what happened. According to him, the school also claimed that the assistant principle had checked in multiple times, which was not true. She only came by once right before the exam, but was still used as a source to get my friend in trouble.

I will probably email my principal about this, but pretty much all of the faculty are known for never siding with kids. I was wondering how serious this and if there's any good way to report my proctor, as well as anything else I should do.

I started having a problem with Steam games where they show a gray screen after clicking on them unless they are in borderless fullscreen mode. Whenever I click off the game's window it goes back to normal. On some games it stays like this even in borderless fullscreen. I have restarted Steam and my PC multiple times.
