Beerus Hakaishin form theory.

Since Toppo was evenly matched with SSJB Goku, and then proceeded to transform into a Hakaishin form which was relative to SSBE Vegeta, is it safe to say that Beerus could have a 10-20x multiplier up his sleeve?
