What PSU wattage would work for an RX 9060XT 16GB triple fan GPU? (Trying to order within the next day or two) BUILD HELP

With the upcoming GPU price spike, I'm debating on whether I should get the 9060XT (most likely will). I'm currently using a 6650XT 8GB which is good enough for 90% of the games I play at moderate to high quality settings, but I'd definitely like to play those 10% of games more smoothly for those games that need more VRAM. I bought an HP Omen 25l years ago and have been making upgrades overtime to slowly get away from the prebuilt situation.

The specific model I'm looking to get is the Asus PRIME OC Radeon RX 9060 XT 16 GB Video Card. I was originally going to get the dual fan version, but I'm willing to spend just a little more for a little more quiet and potential custom backplate upgrade. The extra spending on the PSU is what I'm skeptical about and would like to hold off if I can since I already spent a decent amount on the PC these past 2 months.

The ASUS 9060XT page says that the perfect PSU is their own 750W PSU and the official page says 450W but for their dual fan version. I know that I can future proof further with the PSU, but I'd prefer to spend on it later on. If not recommended, I'll bring myself to spend a little more for it.

Can I use a sata splitter to connect a liquid aio, when I'm already using 2 HDD's?

For context, I have an Omen 25L and yes, I am using both the HDD slots. I'm planning to get an AIO CPU cooler for it, since I still have the stock air cooler. I have no idea how I haven't run into any problems after so many years, but I think its finally time. I'm not too knowledgeable on PC building, but I've watched some videos and AIO take up a SATA cable.

I'm a bit lazy with my storage management and I'd prefer not to take out one of my HDD's since I'm actively using both, so I was wondering is it possible for me to get a SATA splitter of some sort for my PSU to make a third connection for a Liquid AIO I'm planning to get??
