Cotton Wool? Or just fuzz from plants?

Hello, here is Choso, and I saw little white puffs on his fins.

I have El Nino ferns that have fuzz on them and algea l, and he loves to swim in it. I have been keeping a close watch on fins and just noticed it today.

Parameters: 10 gallon, Heater, all parameters are where they need to be. Just did 25%water changes yesterday...just got nirate snail yesterday.

Help?
