So I have to ask, are people actually scalping pokemon cards?

Hi, maybe am doing this wrong but.

I have a product that would fit in a small padded envelope (one for the 4 for 1.50 in mr Price envelopes, standard like)

A French lad wants to buy this thing and when I look at it it says postage 1.85, if the prepaid postage doesn't cover the full postage to france, what happens? Do I just not post it or do I pay the balance at the post office?
