I've seen some recent posts about builds on briar, but almost no one says what runes to bring and that's what I'm struggling with the most, also what is the order of items? I've seen a lot of conflicting information.

Also why you build the way you do would help me understand the theory, personally I feel like I'm both not killing fast enough and not sustaining at all.

Multiple tierlist I've seen are still placing milio in A tier or higher, is he currently the strongest enchanter post nerf? How was he not affected the same way as others such as Nami?

Where would you place him in your own tierlist and when is he strong to play and weak?
