Every time Toriyama makes a fully colored chapter he never misses, but I think he reached an all time high with this specific panel. The shading, the color scheme, it makes everything on the page pop. It reminds me of the American comics releasing at the same era.

In my opinion, it's between Skypiea and Fishman Island. Both respective arcs have some of the most breathtaking panels in the series, Marineford being a close 3rd for me. A lot of people don't talk about the art quality at the start of Post Timeskip. I believe that's when the art looked the crispest. Fishman Island being such a frowned-upon arc is most likely the reason for the lack of appreciation for the arc's artwork. The paneling wasn't the best (in fact, it's been bad since Marineford), but the art was clean and polished, especially compared to arcs like Wano or Egghead, which look like sketches in many panels.
