if you know, John Walker from the MCU he starts off as a normal guy highly decorated war hero, and then he becomes Captain America chosen by the government. but once John Walker becomes a super soldier it starts to amplify all of his negative traits. I think that’s what’s happening here with Henshaw that when he became a cyborg that all of his negative traits for amplified unlike Homelander, who was raised from birth and had a very very trouble upbringing. Hank was a normal guy before he became a cyborg.
We can see his allusion to John Walker in the defeat of the ToyMan and episode two which his final blow looks exactly like Walkers infamous shield blow to the protester
