Can I get a rep to verify/clarify the new discount tiers?

IIUC, you get points for each dollar, more points equals higher discounts in higher tiers.

What isnt clear is: if I use the discounts does it reduce my tier. The documentation reads as no, since the points expire every 90 days, but when I asked at my local store they said using points does reduce tier.

So, will someone give me am ELI5?
