Advice for running combat encounters?

So I consider myself semi experienced with 3e now (35 sessions into my campaign and counting), and its been a good deal of fun to GM. Combat has however been something I've struggled heavily with making feel interesting. For context I am running for a party of 5 players at PL10. I generally like to have fewer enemies than there are players just for the interest of time, which then means I have to make the villains a couple PLs higher (highest ive currently gone is 15, and on average ive gone for 12)

What typically happens is that in combats where the villain(s) lose the initiative to the party, they get overwhwlmed heavily by action economy before they even get a turn. My players have a lot of functions covered between them, having various control afflictions, good damaging attacks and supporting effects for each other, so if they get to act first they can generally steamroll the villain quite hard. If the villain wins initiative, they at most deal a little bit of damage to somebody and then proceed to get steamrolled due to action economy.

In the times I've run a PL15 enemy against them, the villain was able to survive a couple rounds thanks to just having better stats, but they also hit so hard that the players could also just get one tapped at the whims of the dice so it didnt nessecarily feel that fair. That being said action economy and teamwork won out in the end in those fights too.

All in all im left quite unsure of how to make a villain threatening but fair. The players having more turns to act than them is frankly too strong of an advantage for me to wrap my head around it. An Idea ive pondered is to frankly just give villains a bunch of reaction attacks so that they effectivly have as many actions as the party does, but that feels like cheating.

Combat design has been something ive historically performed poorly at in all my history of GMing ttrpgs. MnM feels even tougher to work with though since the kinds of powers the characters can have are so diverse.

Some questions I'm left with after my playthrough. Obviously spoilers incoming

I bought this game during the summer sale to learn what all the hype was about. Overall I don't think I was the target audience for the kind of writing it had, but the overall plot was enjoyable enough as well as the dispatching gameplay. I'm however left with some questions I'd like an answer to.

  1. Why is the Sardine allowed to exist? Its openly a bar where villains congregate. The fact it's serving customers genuinly dumbfounded me.

  2. Why was Blazer so invested in reforming Invisigal? Like in the episode where you have to pick between Sonar or Coop, Blazer says she wouldn't let Robert cut Invisigal. I don't get why she's so invested in Visi in particular. Maybe Id've gotten more information about their past had I talked to Blazer more in my playthrough, but I can't be asked to replay this game.

  3. What was stopping Robert from just calling the rest of the Z-Team when Invisigal tried to get the Astral Pulse? It feels even more crazy in my playthrough since I had recruited Phenomenaman to my roster. If he can casually sonic boom in flight, I don't understand why he couldnt have helped (heck he is infintely better suited to storming a fortress than Invisigal as well). He even suggests he can casually reach the sun if he wanted to during his conversation in the parking lot. It felt like Robert lost all rhyme and reason just so Chase could have a dramatic sacrifice. The whole sequence was so contrived imo.

  4. What was powering Shroud's mech? It clearly wasn't the Astral Pulse.

  5. During the final showdown, Punch-Up was apparently able to beat the breaks off of Toxic. I found this strange though since Toxic could get smacked around by Mecha Man repeatedly and always get back up like nothing happened. Is Punch-Up really supposed to be that much stronger? It feels so odd.

  6. Also in the final showdown, Phenomenaman gets blasted away by Shroud's mech firing an energy beam at him. One of Phenomenaman's superpowers is however energy absorbtion. Maybe im just overestimating him but it felt odd that a laser would work on him.

  7. Why didn't anybody do anything once Shroud and the Red Ring started puking from the Proto Pulse? Again the scene felt contrived just so invisigal could take a bullet for Robert. He was practically defenseless for a solid minute and everyone just stood there like deer in headlights. I threw up my hands!

Games where the player is an actual character in the game

I had this thought whilst talking about Skylanders, where the player is what's known as a Portalmaster. There is also Magic the Gathering where each player is a Wizard summoning creatures from throughout the multiverse and calling on assistance from other wizards (i.e planeswalkers). I'm curious how many more games have this premise.

I just beat Fern and HOT DAMN am I pissed. This guy has been nothing but an absolute ass from the moment you meet him, going as far as joining a TERRORIST organisation and repeatedly attempt to MURDER you. Every time he appeared, I hoped the player character would punch his teeth in, but sadly we never really get to shut him up and he just keeps yapping about how we're a cheat. Then after this final confrontation on victory road, it turns out the reason for his boundless douchebagerry is that he didn't get any attention growing up and he wants to be liked...

My brain short circuited for a second. I was livid. This guy DID ALL OF THAT just cause he wanted to be the cool kid?! It never dawned on him to just not be an asshole? The fact Lin is the one who kicks his teeth in has me malding. I wanted a JoJo's tier beatdown for this guy!

If this was supposed to try and redeem Fern in the player's eyes, I can't imagine how anyone would really feel bad for him. There was that moment inside the black hole where Fern says that we're worthy while he has never been, which I figured was supposed to suggest that he's actually just sad, but my impression of him just soured after that scene. All his misery is self inflicted imo. He actviely chooses to be unlikable, even when he's told to his face to stop being an asshole. I havent been this upset with a character since Dio Brando!

After finishing Labradorra city I'm left wondering what was keeping Saphira from killing Dr. Connal prior to the main story events. The player character canonically defeats him in the orphanage and again at the old power plant, and both times his team is way weaker than what Saphira's is. Furthermore her Dragonite was apparently able to contend with the Pulse Clawitzer's attacks, which should put her way above any kind of firepower Dr. Connal could possibly have if we just ignore game mechanics.

Considering how determined Saphira was about taking his life during the events in Labradorra, I'm really puzzled by what stopped her before.
