23m, what should I do with this wall?

Had another shelf identical to the one there but it fell because I used the wrong type of wall anchors. I'm thinking I will probably take the top one down too and put them back up, attaching them to the studs, but I thought I'd ask this sub for any other recommendations.

Moved into hot tub home

Hello. My wife and I purchased a home last August that has a 2011 Crystal Spas 7x7 240v tub. It's been working pretty good up until now. Recently, though, it's often been getting an error "heater too hot" often, and far fewer jets work than did when we first moved in. Also, I'm not sure if the filter got way too gummed up in the two months since we purchased a new one, but with the filter in (before I cleaned it), the jets wouldn't work at all.

I imagine it's a pump issue. Unfortunately, it's about $300 to even get someone from one of the spa shops to come out to diagnose it.

We are good about doing regular maintenance with chemicals, changing filters, and emptying and refilling water every few months. During this last winter I kept the tub on and above freezing as opposed to trying to winterize it. Let me know how I might proceed in getting it to work better. Thanks.
