Is there a way to delete setup.app on iOS 12.5.8 (iPhone 5S)

My 5S locked itself after i put a passcode on iOS 10 so is it possible to delete or do i have to use a older version or iOS 12?

What can i do with this iPhone 5S?

It’s on iOS 12.5.8 & I don’t know the password nor email and i want to use this as a iPod so i don’t care about signal.
Is there anyway to remove setup.app or whatever?
