I am trying to identify and download a sound that is being used in this youtube video. The creator uses it all the time and I can't place where it's from.

Hey all! I just recently picked up an Elgato 4K S. But like a dummy, I completely brain farted on the connection being USB Type C. Anyways, I tried an adapter and it didn't work on my pc because the port is too slow.
Anyways, long story short, my current pc is old and ready for the dump. Any recommendations for a PC/Laptop that would be able to handle video recording in 4k/60 as well as some light video editing in Premier Pro?
Nothing too expensive. I am on a budget.
And yes, I have an 8 TB external hdd for storing my videos.
Any help would be appreciated.
