This is giant hogweed. It is currently in a "safe" location because nobody walks back that way, but all of those flowers will go to seed within the month.

I already sent him all of the necessary info. It's now at least 2x as large as it was when I first told him. So it's going to be even more challenging for him to remove. The tap root grows as deep as the plant is tall. You can't tell from the photo, but that plant is at least 7 feet and those flower poofs are larger than your head.

ETA - failure to make sure you know what you're talking about before commenting is just you proving how toxic this app is

ETA - The whole reason I posted this here is be ause I am already fully aware of what it is and what the required steps are and what agencies can and cannot do and what I can and cannot do about this plant being on someone else's property, and I informed my neighbor - who is THE ONLY PERSON WHO CAN GIVE THE COUNTY ACCESS TO HIS PROPERTY, but he had let it get twice as big and it will go to seed soon.

Holy fuck. This hellhole really earned its reputation with this thread.
