How do I test a Goodman 01131F00031 in an Amana furnace?

We came back from vacation and the AC was not working and the vents couldn't blow out a birthday candle. I've replaced the filter, replaced the blower motor capacitor, and checked the ducting for obstructions. The furnace heat exchanger didnt look obstructed or dirty either. The motor looks like it's spinning at the right speed, but maybe I'm just not accustomed to how fast it should be spinning. How do I check that the motor is running at the proper RPM?

2004 Sienna V6. Was very low on oil, added oil and now it sounds like this. Sounds like it is coming from underneath valve cover.

It's the neighbor's car. I'm 90% certain that the engine is shot. But I like to have hope.
