Study abroad (funded scholarships)

Hello, I recently graduated with a diploma in physics, but I want to pursue a bachelor's degree. Unfortunately, my university has raised tuition fees for those wishing to complete a bachelor's degree. In short, I was already studying for my bachelor's, but due to low grades, I was enrolled in the diploma program. The good news is that my grades in core subjects like quantum mechanics, electromagnetism, and classical mechanics are high, and these subjects are considered the heart of physics. For the past few days, I've been researching European universities, such as those in Germany and the Netherlands, where I can pursue my studies (with fully funded scholarships). Do you have any advice or guidance? I would be delighted to hear from you.
