How should I test a 240v single phase subpabel that has 120v on one leg and 150v on the other.

The subpanel is run in a single metal conduit from the main about 30 feet from a double throw 30amp breaker. It has 2 hot and a neutral into a second 30 amp breaker. Our company requires a subpanel next to our equipment if we have to work on it so we don't have hunt down the main.

So one leg is 119.4v, the other is 150v. If I disconnect the breaker and switch the two hot wires, the voltage of 150v stays on the same side of the subpanel breaker.

Our company spec is less than 2% difference between legs. Customer says their electrician said this was normal. However we've been having control boards short out, which makes me think it's some voltage spike or something.

Can I run an dmm ammeter on each leg if I disconnect it from the main? Or would I use a megger?

PS the subpanel has 2 30amp fuses with a pull out disconnect.

So I have some large 1/2" plate steel with some tapered 1/2" bolts, They are old and frozen. I usually drill them out. But a mechanic today welded on some 5/8" nuts and then just wrenched them off. Now I have the option of getting a magnetic drill press, or just doing what he did because some shops i go to don't have welders. it's a time thing.

I saw some inexpensive wlders at harbor freight. Honestly I might only use this 4X a year for four bolts. Then I disassemble and replace it with new bolts. This does not ahve to be pretty, it's only to remove some bolts that are frozen and stripped out on old machines we repair.
