Recommend a plumber/excavator in Downingtown area

We need about 10 feet of pipe replaced between our house and a septic tank that requires excavation about 6 feet into the dirt. I was quoted 8k by larger plumbing company which feels on the high side. Does anyone know local plumbing company they trust with reasonable pricing that can do a job this big? Thank you

202 south exit to 401 west- right turn illegal?

There's 2 right turning lanes on the 202 exit to 401. Everybody comes to a stop and checks for traffic then continues into the turn on red. A police officer followed my friend for a few minutes (I guess until they got to a spot where the traffic wasn't as bad) and pulled her over to give a warning that it was an illegal maneuver and he was doing her a favor not writing a ticket this time.

I can't find anything online that says this is illegal. There's no 'No Turn On Red' sign on the stoplight. Is this a real law?

Sorry for low quality; took a picture through the rear view mirror
