my_qualifications: BA Hons Economics, 3rd Year

I plan to do a PHD abroad after my masters in India (hopefully ISI). Now my UG gpa is abysmal. I have plans to go for a PHD abroad. Now, I do know that your UG GPA matters for Master's abroad but is it the same for PHD?
