The voice and the directive (season 1 spoilers)

>!If we assume the directive means “do not to tell anyone about this conversation or being down there,” the voice would have initiated the safeguard when Meadows found it? Meadows found it because she deciphered Quinn’s message. So, as far as the voice knows, Quinn told. Quinn’s message is really quite cryptic, but he told.!<
>!Equally, George found the door. The voice doesn’t know how, but he could have been told. And if the whole secret to be preserved is about the door at the bottom, that none outside IT should know about it, the voice would have initiated the safeguard when George found it because the secret had been discovered by a non IT person. So why doesn’t it? Secret revealed, danger, initiating safeguard.!<
