trying to see what is the best OS for my cousins PC

he just got an upgrade from 16GB to 32gb ram

gtx 1660 super

i5-10400f

He was using win 11 pro, but it would stutter, and be SLOW.

Proton VPN is capped at ~200 Mbps on my Windows PC no matter what I try (940 Mbps without VPN)

I've been trying to figure this out for hours and I'm honestly out of ideas.

I have Verizon FiOS Gigabit (940/940 Mbps). Without Proton VPN I consistently get around 940 Mbps down / 940 Mbps up.

As soon as I connect to Proton VPN (unlimited), my download speed immediately drops to around 190–210 Mbps. Upload is usually 450–580 Mbps.

The weird part is that it doesn't matter what I change. It's almost like there's a hard cap around 200 Mbps.

Things I've already tried:

  • Different Proton servers (Ashburn, Chicago, etc.)
  • Different server loads (20-40%)
  • WireGuard (Proton app)
  • OpenVPN UDP
  • Standalone WireGuard client using Proton config files
  • VPN Accelerator On/Off
  • NetShield On/Off
  • IPv6 enabled and disabled
  • Different Speedtest servers
  • Speedtest.net desktop app
  • Fast.com
  • Different protocols
  • Multiple reboots
  • Latest Proton VPN version (4.4.1)

Windows/network troubleshooting:

  • Updated Realtek LAN driver to the latest version from Gigabyte
  • Verified I'm using the Realtek driver (not Microsoft's generic driver)
  • Disabled EEE / Green Ethernet
  • TCP Auto-Tuning is enabled
  • No cFosSpeed installed
  • Checked for third-party network filters
  • No strange services running
  • Ethernet link is negotiating correctly at 1 Gbps
  • No packet loss
  • No CPU bottleneck (9950X3D barely doing anything during the test)

Interesting part:

My iPhone connected to the exact same Verizon Wi-Fi gets around 480 Mbps with Proton VPN.

So the internet connection itself clearly isn't limited to 200 Mbps.

Desktop:

  • No VPN: ~940 Mbps
  • Proton VPN: ~200 Mbps

iPhone (same Wi-Fi):

  • Proton VPN: ~480 Mbps

At this point I'm wondering if this is some kind of Windows + Realtek + Proton issue.

Has anyone seen this before or found a fix?

Black Ops Cold War launches on Battle.net, says "Playing Now", but never opens. Other CODs work. I've tried EVERYTHING.

For some reason whenever I try to launch Call of Duty: Black Ops Cold War on Battle.net, it says "Playing Now", BlackOpsColdWar.exe appears in Task Manager, but the game never opens. After about 2 minutes, the process closes by itself with no error message.

PC specs:

  • Ryzen 9 9950X3D
  • RTX 5080
  • 32GB DDR5-6000 CL30
  • Windows 11 IoT LTSC 25H
  • Game installed on 4TB NVMe Gen4 (also tested other drives)

Important:
Every other COD works perfectly:

  • MW2019
  • Vanguard
  • Black Ops 4
  • MWIII

Only Cold War refuses to launch.

Things I've already tried:

Basic troubleshooting

  • Updated Windows
  • Updated motherboard BIOS
  • Updated AMD chipset drivers
  • Updated GPU drivers
  • Restarted PC
  • Ran Battle.net and the game as Administrator
  • Killed all Battle.net and Cold War processes
  • Verified game files
  • Uninstalled and reinstalled the game multiple times
  • Installed the game on different SSDs
  • Created a separate Windows user account and tested there

Software and overlay troubleshooting

  • Closed Wallpaper Engine
  • Closed NZXT CAM
  • Closed MSI Afterburner
  • Discord overlay disabled
  • NVIDIA overlay disabled
  • No ReShade
  • No DS4Windows
  • No Process Lasso
  • Stopped Gigabyte Control Center services
  • Stopped Gigabyte AORUS LCD services
  • Checked GameInput service

Configuration/Profile

  • Deleted the Documents\Call Of Duty Black Ops Cold War folder
  • Deleted player/config folders
  • Tried regenerating configuration files
  • No profile corruption fix worked

BIOS / CPU

  • Checked AVX512 settings
  • Checked SMT settings
  • Using Curve Optimizer, but system is stable and every other game works

Process Monitor investigation

Using Sysinternals Process Monitor:

  • BlackOpsColdWar.exe starts successfully
  • DLLs load successfully
  • Registry access succeeds
  • Files are read successfully
  • No Access Denied errors
  • No obvious missing files
  • Process remains alive for around 2 minutes
  • Threads eventually exit
  • No child processes appear
  • No crash handler launches
  • Game never creates its Documents/player configuration files
  • Looks like it dies extremely early during initialization

Miscellaneous

  • Generated COD Bug Report zip (contained almost nothing useful)
  • Checked Event Viewer
  • No obvious crash entries
  • No hardware instability anywhere else

Has anyone with a Ryzen 9000 series CPU or RTX 50 series GPU seen this? Or anyone who has encountered Cold War launching but never opening?

I'm completely out of ideas.
