Guys in the new government laptop.. My friend deleted amd files in registry.. And then that's all it went to recovery mode... I tried flash. It went like 70% installation then returned to BIOS menu.... Now what should I do? Need help! Also it's stuck in BIOS I can't save and exit too

Hello! I'm a 20yr old boy tryna learn about trading and make money out of it... So I'll tell you.. I know a frnd, we both are in clg now(not on the same). Then on one day when we both meet up he said that he dropped out of clg. When I asked him why and he said he made like arnd 30k in a month.. And said he has gained a well knowledge in it. The question is is it really possible to make it??? If it so.. What should I do or learn to make or earn like him.. And sure if I ask him he just switching topics and not at all answering....
