This card in a psa 10 has a pop of only 10😳 and in a psa 9 only 160😳. I really think the psa 9 is a good buy and i love the art. What are your long term thoughts?

I heard someone talking about this card. I like the art. The psa 10 pop is really low and gem rate is low. Will these be a good long term. Its not the most legendary pokemon.

I would like to keep the Pokémon I currently have. I am hesitating between investing 2k and 3k. Would you perhaps add some more vintage Pokémon? Or are there other ideas for the long term? At the moment, I don't think I will sell anything I currently have.
It is purely a request for help. I am doing a lot of research, but right now I am unsure what the smart thing to do is.
