Hi everyone, especially to our DepEd teachers and school administrators here. First of all, I want to apologize for posting this here, but I am currently in a very difficult situation and I really need some advice regarding my Senior High School records.

I completed Grade 11 at a private school under the DepEd Voucher Program. For Grade 12, I decided to transfer to a public high school. I did not sign any Basic Education Enrollment Form (BEEF), did not sign any contract, paid zero fees, and never attended a single day of class at the private school for Grade 12. In fact, I was never encoded in the LIS under them for Grade 12, and my official Certificate of Registration (COR) shows a payment status of 0.00 with TBA class schedules. I am currently actively enrolled and attending my Grade 12 classes in my new public school.

However, when my public school issued an official Request Letter for my Form 137 / SF10, the private school registrar refused to process or transmit it. They claim I have an active portal balance of around ₱8,700+ because their system automatically rolled my account over for Grade 12. The registrar told me that since I didn’t formally "withdraw" or notify them, I am liable for the auto-generated fee, and even claimed that voucher students are required to finish Grade 12 in the same school (which I know isn't true under DepEd guidelines).

I know that under Civil Code Articles 1318 and 1157, no contract exists without consent, so an auto-generated fee cannot be a legal basis to hold records. Also, DepEd Order No. 54, s. 2016 mandates school-to-school record transmittals. Since the registrar is refusing to cooperate at the counter window, I am trying to figure out my best options.

The school barely teaches us anything to be honest enrolling in a diploma mill school is my greatest mistake (i didn't know that it's that bad) and also our LMS homework is hard to even answer like what do you mean na kahit Tama iyung sagot minamali pa? Seriously alam na nilang may-issue iyung LMS hindi nila ginagawan ng paraan like Wtf? Shouldn't they take some action because it affects the students academic performance Like come on nagpapakahirap kami dito 😭

2.) Unfair Grading system

Seriously nasabi koto kasi based on my experience on this shitty school kapag may pera ka, mataas grade mo background: Noong first quarter meron kaming prom like event ang nangyari dito lahat ng mga pumunta sa event meron plus point sa exam nila and the worst part? Iyung mga pumunta sa prom like event hindi na nag-exam and kaming mga hindi pumunta ang pina-exam meaning that kung sino ang may mataas na grade iyun din ang grade ng mga hindi pumunta sa exam WTF? This is some high tier delusional logic and also nangyari din eto noong 2nd quarter nagkaroon ng event botb (Battle of the band) seriously hindi naman siya required pero iyung mga pupunta iyung palaging may incentives sa grade wtf? Isn't this a violation on Deped guideline regarding extracurricular events it states that schools can have extracurricular activities that

Doesn't give incentive to the students seriously this school is more extracurricular activity based than other schools and also nagkaroon kami ng field trip iyung price sa field trip 3,150 first off what is this in the first place?

3,150 is expensive especially for students like me who are financially struggling tapos may consequences pa like if hindi ka pumunta mag-fifinal exam ka kung saan ang hihirap ng mga question and iyung mga pumunta (including me) hindi na nag final exam iyung mga hindi nakapunta they bare the brunt of this exam and also iyung mga benefit kapag pumunta sa mga activities

Is pwede mo sagutan LMS exam mo sa bahay (yes totoo to you can answer the online exam online) kaya ang end result ang daming nag-google nalang din

And also i check their payment on what's the payment for graduation and it's 5,000 that's right 5,000 for the diploma of high school meaning that we can't even afford this in the first place plus sa grade 12 marami din mga event na ipapasama kami or else wala kaming grade, seriously this school is unfair asf no wonder deped didn't let this school continue shs program and we are the last batch of shs students.

I really Want to transfer school right now pero i don't have the courage to tell to my dad, i actually planned to tell this to him at my birthday on may 12 Tuesday baka kasi magkaroon ng change of heart eh hahaha also hindi narin namin afford lahat ng expenses dito sa school, especially sa graduation requirements which is just expensive as fuck and also i planned to transfer to public school nalang i really hated this place ngl but i don't know how to tell it any advice?
