Did every scheme have a 'WHELKS, MUSSELS, CANDY APPPP-LES!' guy?

Something triggered my memory of the candy apple guy. Early 90s Maryhill. Guy would come once a week or so, stand in the middle of the scheme and shout 'WHELKS, MUSSELS, CANDY APPLES' and would be surrounded by kids.

Haven't ever heard anyone else mention it. Did this happen elsewhere or was it Maryhill specific?
