[US] Savings rate cuts?

I got an email a few days ago saying that rates would be cut starting from September 1st. Is this universal? I can't see anything on the website, so it might be just me they're downgrading for some reason.

Need advice for handling an autistic teenaged bully

Important context: this is not in the US and support is inadequate. I have previous experience working with autistic adults, but not with kids, especially not one who has been violent in the past.

I have a boy in one of my 10th grade classes who is currently being quite mean to one of the girls. I'm not sure if he thinks he's being funny or is actually trying to insult her, but it isn't okay. I've been attempting to redirect or shut down the "jokes" when they happen in front of me, but they keep happening, so I know this is at least targeted and not a misunderstanding of classroom banter. I want to handle this in a way that will make him understand that the overall behavior is unacceptable, rather than just that specific manifestation, and I don't want to just tell him to STOP with no explanation. I also don't want to trigger an outburst, make the girl feel like she has done something wrong, or cause a situation that might subject him to bullying. What's the best way to handle this?

Edit to add: I called him a "bully" in the title because this is not the first time situations like this have happened, but it is the first time one has happened in my class.

Everything makes me pull away

Being liked "too little" = I feel like a burden, so I pull away.

Being liked "too much" = I feel afraid of being engulfed, so I pull away.

Being praised for something I do = I feel like I don't deserve it, because the only things that feel praiseworthy to me are things that are really difficult, so I pull away.

Being praised for something I am = I can't control that, which freaks me out, so I pull away.

Being in the only scenario that I seem to be able to tolerate, i.e. eternal problem solver who never speaks up about anything and receives a steady diet of "thank you"s in return = I eventually feel unfulfilled, so I pull away.

Goddammit, I'm tired of this! In my heart of hearts I want somebody who won't let me pull away, who will just claw me back and force me to say things, but that's way too much to ask of somebody else and is also totally unrealistic (because I'll find some way to escape). It doesn't help that I'm into people so rarely these days. Argh!

I feel crushed by "shoulds" and don't know how to deal with it

Salmon don with green onions, sesame seeds and crispy salmon skin. I buy preportioned salmon pieces, cure them in the fridge with sugar and salt for 40 minutes, then slice them up. I like eating half right away as-is and marinating the other half in soy sauce and mirin to eat the next day as a more poke bowl type thing with mayonnaise, sriracha, avocado pieces and random crispy things.

I should be making more money. I should be fitter. I should be chasing the bag. I should be in law school. I should be more fashionable. I should conform. I should stay within the lines of socially-acceptable masculinity and not do anything too unusual, lest it put people off or scare them. I should be very, very careful all the time, because the only value I have is what I can do, and if I do not do it right, I will have nothing.

but... I'm comfortable. My salary and situation are good. I love my job. I have really good friends. I don't like what I see in the mirror, but other people seem to. I've made some social mistakes, but everyone was okay with it. My family says they're proud of me, and I believe them when they say it.

...so where are all the shoulds coming from? I've been to therapy before, but even then I couldn't figure it out. I've never had a parent or authority figure say any of this to me as far as I can remember, but they are there in my brain all the same. It makes a lot of things very difficult that are easy for others, and I am really tired of it.

If you have any insight or can relate, I'd really appreciate it.

Missing birth record - Karta Polaka

I'm planning to apply for KP via two great-grandparents, but I've hit some snags with the birth records themselves. GGF is only a minor one - the priest recording the birth accidentally swapped the names of *his* father and grandfather - but the entire year of GGM's birth is missing. She was born in 1887, but the archive of her parish skips right from 1885 to 1888. I can find her siblings, though. Am I stuck? I'm pretty sure she visited Poland again at some point, so would a historical US passport listing POB as "Poland" do anything?

Edit to add: I don't actually know if she naturalized in the US - if she didn't, is there a way to find Polish passports online?

Edit 2 - If it matters, they were both from the Austrian Partition, but met and married in New York. GGF naturalized as an American citizen in 1944, and indicated on his application that GGM had not naturalized.
