When is the best time, from a narrative perspective, to go visit the runewright?

Starting Hearts of Stone soon and I have 2 quests for it, the main quest to start it: Evil's First Soft Touches, and a side quest to go learn about runes: Enchanting: Start-up Costs

How important is this from a narrative perspective? Could I just go do it whenever and it wouldn't throw off the flow of the story before I even start it?

Wondering about specifics of gaining XP

I want to do main quests at appropriate levels so I'm going back to side quests and contracts I skipped over to get some XP, but I learned that if you're a few levels over the recommended level for a quest, that you get less XP than you would've gotten if you were at or below that level. What are the specific numbers on that? Thank you guys in advance for the help

What would've happened with Frieza and everyone else if Trunks didn't show up?

I never thought about this before but the thought just came to me.

Trunks showed up from the future to make sure the androids didn't wreak havoc on the world, but first he had to deal with Frieza and his crew.

So if not for that, what would've happened? Because even though Frieza showed up, it wasn't him who killed everyone in the world, it was the androids. So I'd imagine at some point Goku returns and takes care of Frieza, but maybe it would've been someone else? And how many people would Frieza have killed before then?

Available decrees go away the second you actually need them?

The first time I noticed this was with the decrees to alter your stake in Rizia Royal Gold, when I was actually about to go ahead and increase my stake. I wanted to do it for a while but the moment I was *actually going to do it* the options went away.

And now it just happened again as my transport infrastructure collapsed; okay fine, good thing I've been saving that one in case I ended up needing to sign it. **Nope.** Now that I was *actually about to go ahead and sign it,* it disappeared from my list of available decrees.

What's up with that?

By *that* I mean the giant spike to the top of the chart on my previous turn. That one straight line all the way up. Seems too good to be true? Especially right after I implemented some new taxes 🤣
