Section I:Purpose and Intent

WHEREAS:The fishing and hunting industry is heavily restrained by war and regulations;
WHEREAS:Taking special decisions to bring an industry from collapse must be done;
WHEREAS:The right to profit is inherently human;
THEREFORE:We must de-regulate it.

Section II:Provisions

1:Hunting, Fishing and Whaling industries have the right to hunt as much as they so wish, exceptions are:
1.1:If the animal is on a reservation.
1.2:If the animal is owned by someone.
1.3:The animal is considered endangered.
2:Causing unnecessary harm will still be considered cruelty, but with only one exception:
2.1:Only if it is by a sport or event that is culturally relevant by a province.
3:Any Act that would enter conflict with this one shall be deemed invalid.

Section III:Enforcement

The National and Local governments shall be in charge of enforcing this Act.

Section IV:Effective date

This Act will be effective immediately when it is passed by the parliament and signed by the president.

What if Sasaki chose to get stabbed in the hand? I'd imagine Shigeki would feel like it's his obligation to protect her, but the biggest change would possibly be the culprit, with Yanagi there, and with her hand hurt, she couldn't really kill Isono without Yanagi immediately stopping her, she probably would still, but she wouldn't be fast enough to hit her without Yanagi stopping her. Making someone else the culprit and victim.
