But honestly, I never thought Tsumugi's phrase should be interpreted literally. I don't think that in the V3 universe, Tsumugi has been present since the first Danganronpa was released; much of her character revolves around being a Danganronpa fan. I don't think she would be a fan of the game in the same way if she had been involved from the beginning.
There are other explanations you could give, such as them casting the same mastermind personalities in teenagers ever since the game became a reality show, but honestly the simplest explanation is that Tsumugi meant she worked very hard to keep Danganronpa going.
