The quest is Unfinished Comedy: Game of the Rich. It’s in the fortress of meropide.
I managed to find two chests that gave me 60 coupons, but it’s nowhere near the quota. Every guide is telling me to find Galvaryet, Decembre, Nizami, Lechlade, and Nakul since they have blue exclamation marks and will give you quests to obtain credit coupons, but as you can see in the photo, none of the npcs do. Also, none of them are located where they are meant to be according to the quest guides online.
