Question about boiling

I’m a little confused at the directions on the kendamil I’m finding online and on the package. Is the appropriate order of operations:
1/ Boil tap water to 212F/100C
2/ Let it cool to 158F/70C
3/ Mix formula in
4/ Pour in (glass) bottles and let cool to room temp

Is that right? Is it bad to put the formula in at 212F/100C?
