Why didn't Sting and Kevin Nash defend the World Tag Titles at Bash at the Beach 1998?

We all know the story of the WCW Spring/Summer 1998 Tag Team Championships. Sting and The Giant won them at Slamboree from Kevin Nash and Scott Hall thanks to the latter's betrayal. Then there was the NWO Hollywood and NWO Wolfpack division, with The Giant joining the former and Sting joining the latter. Their match at The Great American Bash, with Sting winning, determined who would retain the tag team titles. Then, Sting and the Wolfpack chose Kevin Nash as their partner.

Sting and Kevin Nash lost the titles to The Giant and Scott Hall on Nitro on July 20, 1998. They had previously successfully defended the titles against Harlem Heat (Booker T and Stevie Ray) on June 15, 1998 (the day after The Great American Bash) on Nitro and then on Thunder on June 24, 1998, under Wolfpack rules, where Lex Luger replaced Kevin Nash and Brian Adams replaced Scott Hall against Adams and The Giant.

Bash at the Beach was on July 13, 1998. Sting and Kevin Nash were still tag team champions (they would lose it a week later), so why not include a match against The Steiner Brothers or some other tag team? Was Nash perhaps injured? Was there a reason, or was it just bad booking?
