Would Scott Hall Have Been WWF Champion if he Stayed in the WWF?

Honestly, I think if Razor had stuck around, he could have had a hell of a heel program with Shawn Michaels and had their rubber match at SummerSlam '96 with Razor possibly winning it in their final ladder match or at some point in 1996.
