Regretting a past rejection because I wasn't in the right headspace—is it too late to reach out

Salaam everyone,
I’m looking for some honest advice or perspective from anyone who has been in a similar situation.
Last February, I met a potential who was objectively great—he was respectful, intentional about marriage, and was introduced to me through his sister. At the time, however, I was dealing with emotional baggage and was still hung up on a very toxic person from my past. Because of that cloud over my head, I was subconsciously looking for a flaw to justify saying no.
The only "flaw" I could find back then was our long-term relocation plan: we both live abroad, but I am firm on wanting to move back to Algeria within the next 10 years (before future kids are old enough), and he couldn't promise that he would be able to return. After meeting twice and talking on the phone twice, I asked for time to think and ultimately rejected him.
Since then, every guy I've met has either been non-committal, not ready for marriage, or had major dealbreakers (like not praying or dealing with Riba). Looking back, I realize I let a good, solid man walk away because I wasn't in the right emotional state. I happen to know through mutual channels that he is still single.
I have a few questions for you all:
Is it worth trying to recontact him (perhaps through his sister)? Or has too much time passed?
How would this likely be perceived by him and his family? Would reaching out look inappropriate or desperate, or would it be seen as an honest re-evaluation?
For those of you who have second-guessed a rejection or been approached after turning someone down—how did it go?
