A fourth major refinery has shut down operations since early July due to a drone attack.

Rosneft's Syzran refinery has completely halted crude processing since July 12 due to a drone attack, Reuters reported, citing two industry sources.

According to the agency's sources, the AVT-5 primary distillation unit, which accounts for 29% of the refinery's capacity (7,100 tons per day), was damaged after a drone strike on Sunday. The second, more powerful AVT-6 unit, which accounts for 71% of the refinery's capacity, was shut down in late May, also following a drone attack.

As of Monday, the Syzran refinery has ceased selling petroleum products on the St. Petersburg Commodity and Raw Materials Exchange, Reuters sources told Reuters.

The Syzran Oil Refinery, which produces approximately 800,000 tons of gasoline and 1.5 million tons of diesel fuel annually, became the fourth Russian refinery to halt production this month. Rosneft's Saratov Oil Refinery was shut down on July 8 after a drone attack, and the Omsk Oil Refinery, Russia's largest with a capacity to process 22 million tons of oil per year, also shut down on July 6. Lukoil's Nizhegorodnefteorgsintez Oil Refinery, the country's second-largest gasoline producer, also halted refining on July 2.

According to Reuters sources, gasoline production in Russia fell to two-thirds of domestic consumption in July—75,000-80,000 tons per day—compared to summer demand of approximately 115,000-120,000 tons. Diesel fuel production has fallen by 40% of the norm and is now roughly equal to domestic consumption, but oil companies no longer have excess volumes for export, the agency's sources estimated.

Ukraine’s Strikes Have Disabled Nearly 43% of Russia’s Oil Refining Capacity

According to the General Staff, Ukrainian forces successfully struck eight Russian oil refineries over the past month alone. 

The military also reported that more than 60 oil storage tanks had been destroyed or critically damaged, including facilities containing both refined petroleum products and crude oil. Of the affected tanks, 58% stored petroleum products, while 42% contained crude oil.
