Crappy spray paint job from old owner. Is there a way to obtain original paint job again?

1992 Dodge Stealth. The old owner tried to make it look cool DIY but failed miserably. I don't believe there is a clear coat or anything like that, just a spray paint of some sort. I believe the old paint is still underneath and they didn't sand it down. Is there a way to remove the black and blue paint without damaging the original red beneath it?

What muffler would you recommend for a small block 400 with side dumps?

I have a 76 Elco mild cam and long tube headers, It had a Y pipe setup with a resonator that it had since the 90s. It was worn, tired, and sat for years. I am taking it off and installing side dumps, what would y'all recommend to show its low, grumbly, mean muscle car tone, but not too raspy like a straight pipe would be? This video was before the upgrades, and a untuned carb, best video I could get of the Y pipe sound... Not the best... Anything helps! Ty!

How do you achieve rasp without it sounding like crap?

Do you need a specific voice or tone? I just can't find it with my voice but I like it too much to not learn it... Sorry for the jumpscare, I'm not used to singing loud either...
