The story was that this super rich guy had bought this old crumbling hotel and was going to renovate it into an apartment complex of some sort. The main character was a young girl who I think was the daughter of one of the construction workers. Surprisingly, even though this was a film for children, I think it is explicitly mentioned this hotel was abandoned because people got murdered there or something.

Anyways, the girl made friends with some of the ghosts there, one of which was this middle-aged harry man. I think he had green skin. The ghosts for whatever reason didn't want them to renovate the hotel because it was their home, so the girl had to convince the rich guy who bought the property to halt construction.
