Why do khaleejis stare at you so hard?

Why do khaleejis arabs in harrods in London stare at you soooo hard? I understand a normal stare but they will hold eye contact and make it so so obvious that they are staring, why? for what reason?

I was walking and stood somewhere, i see this girl stare at me, i look down and her head is cranked up still staring at me as she walks past me.
