For me it's Mort.

I think he's a really interesting character and I really like the multi-layered subversion of his character.

On the surface he's a cute idiot sycophant, but the show subverts that by making him an eldritch being, but the show even subverts him being an evil eldritch being posing as a cute lil' guy by making him somewhat of a good guy and adding a level of moral complexity to his character.

For me, it's Dance, Dance, Resolution.

It's just such a weird, comedically tragic, and slightly creepy episode.
I think it encapsulates the show well and is it's best episode. imo

He's red, which is automatically evil by default.

Also, he's a hot, long haired anime dude, and as we all know, all hot, long haired anime dudes are evil.

He also betrayed his caring father, Dr. Wily, on top of that, and blew up Vile's ride armor.
He also became best friends with the 1st most evil Mega Man character, Mega Man X.

He created a robot to thwart the heroic Dr. Wily, Mega Man.
He also is going through AI psychosis and now views Mega Man as his son.

He also wants to make robots ore intelligent.
Which would inevitably lead to them rebelling against us and trying to exterminate us.

Also he made the 1st most evil Mega Man character, Mega Man X.

Zero and Quick Man's designs have a decent amount of similarities.
Plus, Quick Man was kinda Mega Man's 1st rival.

It's hard for people to think, so it's kind of him to offer to have Omega think for all reploids, and he was recycling on top of that.

He put Zero's abandoned body to good use.

Also, people were living terrible lives in Neo-Arcadia, but there was still Area Zero which was still full of flora and fauna, so the thought that they could be living a much better life there could be stressful and instill resentment in them, so it's kind of him to offer to destroy Area Zero too.
