Spokane River Fishing?

I am going to be in Spokane for a conference soon. Hotel is right on the Spokane River. I would like to fish it in the evening or morning when I have free time. Any tips would be appreciated on places to go for flies to use. Obviously don’t tell me your all time favorite spots if you have any in town. But I just want a general idea. Also any tips on regulations and what to look for would be great. First time to Spokane. If you don’t want to comment and potentially hot spot somewhere please shoot me a DM. Also will a 9ft 5wt be enough for the river?

After a quick google search that I should have done before posting I found that the Spokane River is closed while I will be there. Is there any other water near down town or within close driving distance that I could fly fish?

I found this disc to a reel about a month ago and have tried to get it back to its owner, no luck finding them. Is there a way I could buy just the other part of the reel since this is just the disc then I’d have a functional reel.
