Matching you with player accounts you have actively blocked

So if you blocked someone for their behavior in game - it doesn't change the fact that they will continue to do so, not just on enemy team, also on your team; over and over again-continuing their reign of terror, ruining your experience and there is no escaping them apparently. Maybe its due too low player rate, but damn just give me no match instead of putting a toxic idiot on my team i specifically blocked only too put them right back in my game after, also the reporting system in this game feels non existent.

How did this guy delay his Auron/Shooting Star by 5 seconds.

So i had this game where this Firion somehow delayed his Auron shooting star, as you can see I held up my counter to guard, and the symbol of the ability went off, however instead of instantly activating it seems he held it for around 5 seconds for my successful guard animation to activate to then release it activating it after my counter went off from somebody else attacking me, Is this possible to do or a glitch?

There was no slows on him or ability delays abilities cast on him, this seems intentional is this a bug or a hack im not aware of?

This Clip is of us facing a team with a CP gap of 20,000, 46,000 -68,000 specifically. I will continue to enjoy the game but it feels a bit unfair to queue and lose points with such a huge power gap to the point it takes 4 abilities to kill one member and them 1. I wont lie it does feel a tad degrading playing this match knowing its a one-sided affair.

I must voice the fact that even if we tried our best, and played acutely perfect there was absolutely no way of winning, I wont add the full video but it was about 3 min of pure stomping start too finish, my point is why do we deserve to lose points in games so one-sided such as this, and how did the Firion delay his Auron/Shooting Star by around 5 seconds after the ability activated clearly the symbol showed, yet he held it till after my counter went off.
