Switching the order of training and redshirting in the offseason?

I’ve had it a couple of times where I redshirted a player because I didn’t expect him to make a big jump, only to watch him jump up 10 points in rating in one offseason. Could we change the order of training and redshirting so we know exactly how good all the players are before sitting them for the season? Thank you
