God De Gaulle or Govorov?

If I get God Govorov, I’ll give him crossfire and fighting spirit. He’d effectively become the best support general in the game, and the crossfire alone would single-handedly make the damage output God tier.

De gaulle may be able to devastate late game generals, but it’s a gamble.

Should I make Vatutin a support/defensive hybrid?

I’m thinking of replacing his rumor with fighting spirit. If he’s in the frontlines, he’d make Roko and Guderian indestructible fortresses. If not, he’d be able to hold on to cities that you’d almost certainly lose with offensive generals.
