Why are NPR news stories repeated so frequently?

I have listened to Morning Edition for as long as I can remember. Over the past year or so I've noticed the same stories being repeated within a surprisingly short time span with no variation whatsoever. It's not like the story is run again 45 minutes later in the broadcast. I can't even finish getting dressed before it's replayed in its entirety. Today it was Steve Inskeep riding his bicycle through Beijing. Over and over. Does anyone have an explanation for this?? I know NPR's budget has been severely cut. Has this affected reporting to the extent that stories must be repeated to fill time?

You know how when it's very, very quiet you hear quietness as a soft background hiss? Well, that hiss has grown louder and is present now even when the environment is not otherwise quiet. I just noticed this a few days ago. At first I thought it was the ambient sound in my house so I went outside to see if I still heard it and I did. And I do. Not loving the idea it might be tinnitus. Thoughts?
