He said it would be irresponsible not to look at the possibility, but that is "just risk management". The NYT asked some follow-up questions, but the PM didn't elabourate.

With the stupid referendum in Alberta less than 5 weeks away, it's good to hear that Premier Smith's approval rating has dropped another 1% to 38%.
