What on earth was the contraption I encountered?
Sorry for not having a picture. I was walking down the street in Southeast London, and came across a weird but of technology on a windowsill. It sort of looked like the top of a periscope, or a pair of binoculars on a small plastic stand. It was emitting a really odd noise - I would describe it as incredibly high pitched, penetrating and unpleasant, and I could hear it on both sides of the street (I was on the other side walking back later). Is this the newest must-have for your friendly neighbourhood tinfoil hat family? Some odd alarm mechanism? Any guesses?
Chance of a Lifetime

So I only have part of the lyrics stuck in my head. I am 99% sure the song is rock of some subgenre (I mostly listen to punk, HC, and other similar stuff, but also plenty of blues rock, classic rock etc), or at least has a fair bit of electric guitar. It's probably 70s to 90s but could be newer, although I'm fairly sure the band has been around for a while.
The bit of lyric I remember is I'm fairly sure the end of the chorus which goes "chance of a lifetime". Fairly sure the previous line the previous line has 4 syllables. It is NOT any the songs Google recommends with Chance of a Lifetime in the title.
