Behind the Bastards Guess Who

How can I make this floor look better?
I have a terribly ugly wooden floor that has been stained, dyed, paint splattered, everything, for YEARS. It doesn’t clean/mop and look better it’s so dirty looking. I’m working on a low budget and I thought about just painting it over but then I’d have to sand it down and all I got is a hand orbital sander. What can I do?
