EUC, E-Scooter, legality in Gatineau/Ottawa

Hi all,

Gatineau resident for 52 years.
me and my wife had EUC's (i sold mine but she still has her's).
Last year we were stopped on the Fournier cycle path. The guy was from the NCC and was parked on the side of the path stopping anyone going through with anything other then a pedal bike.

We chatted a bit and he stated that EUC's and E-Scooters are illegal on all NCC path.

My question is which law applies?

Can the NCC guy give a ticket?

All governments Provincial and Federal promote personal electric bicycles and other modes of transportation... so basically talking from both side of the mouth...

I bought a Electric assisted commuter bike (Aventon Level3) and love it but would like to get a e-scooter. looking at the Segway Max g3 or the Kukirin G3 Pro.

Has anyone gotten a ticket, if so, how much is it?

Do you stop when the NCC guy flags you down?

What powers does the NCC person have since they are not agents of the law?

are they leagaly allowed to detain you?

I went on the NCC website, but it's not clear which cycle path is NCC owned or not, i mean their map shows all the cycle paths in gatineau, for sure they don't own those.

So would it be debatable in court (if you end up there) to say that it is not clearly indicated that the path is owned by NCC and no E-Scooters are allowed?
