#RansomwareAlert: The Emperador ransomware group has claimed the City Government of Baguio as a victim, allegedly stealing and publishing 2.9 GB of government data. The DWK Monitoring Team place the alleged attack around August 10, 2026, with the victim listing discovered on August 12.
Screenshots from the group's leak listing show what appear to be government documents, identification cards, building permits, and construction-related files. Emperador claims the stolen material also includes contracts, legal permits, financial statements, project proposals, procurement records, and other administrative documents.
The leak site lists an archive reportedly sized at 2.9 GB. However, the full authenticity and scope of the alleged dataset have not been independently verified, and it remains unclear how the attackers initially gained access or whether systems were encrypted.

JUST IN: The Armed Forces of the Philippines (AFP) reported an encounter between China Coast Guard and Philippine Navy personnel stationed at BRP Sierra Madre in Ayungin Shoal on July 20.
The AFP said the incident started when a China Coast Guard rigid-hull inflatable boat carrying eight personnel from a CCG vessel approached within close range of BRP Sierra Madre, prompting two AFP rubber boats to calmly and non-confrontationally drive it away.

The City Government of Baguio, through the City Disaster Risk Reduction and Management Office (CDRRMO), will hold the city's first annual commemoration of the 1990 Luzon earthquake on July 16, 2026, honoring the lives lost and reaffirming the community's commitment to disaster resilience.
A commemorative program scheduled to begin at 8:30 a.m. at City Hall Park forms part of the city's observance of National Disaster Resilience Month.
On July 16, 1990, at approximately 4:26 p.m., a magnitude 7.8 earthquake struck Central and Northern Luzon. Although Baguio City was not at the epicenter, it suffered the most extensive devastation, claiming hundreds of lives and causing widespread destruction to homes, buildings, roads, and other vital infrastructure.
Thirty-six years later, the city continues to remember one of the country's deadliest natural disasters—not only to pay tribute to those who perished but also to recognize the courage, unity, and resilience demonstrated by survivors and responders in rebuilding the city.
Beginning this year, the CDRRMC institutionalizes the annual observance of the tragedy to preserve its lessons for future generations and strengthen public awareness on disaster preparedness, risk reduction, and community resilience.
The program will open with a prayer, followed by a welcome message from Mayor Benjamin B. Magalong and a keynote message from Congressman Mauricio G. Domogan. It will also include a solidarity and commitment message from stakeholders before concluding with the closing message.
This year's National Disaster Resilience Month carries the theme, "Nagkakaisa at Kumikilos Tungo sa Panatag na Bagong Pilipinas," highlighting the importance of collective action in building safer, more resilient communities.
The city government encourages officials, employees, partner agencies, stakeholders, and the public to participate in the commemorative activity as a tribute to the victims of the 1990 earthquake and as a reminder that disaster preparedness remains a shared responsibility.

The Cordillera region proudly celebrates the 39th Cordillera Day, commemorating the creation of the Cordillera Administrative Region (CAR) through Executive Order No. 220 on July 15, 1987. This year's celebration carries the theme, "Enabling Local Enterprises Through Digital Transformation and Accelerated Regional Autonomy," highlighting the importance of innovation, inclusive economic growth, and the continuing pursuit of genuine regional autonomy.
More than an annual celebration, Cordillera Day is a reminder of the region's rich history and the aspirations that led to the establishment of CAR. The journey began with the Mount Data Peace Agreement on September 13, 1986, and was strengthened by the inclusion of provisions for Cordillera autonomy in the 1987 Philippine Constitution. These milestones paved the way for the creation of the administrative region, bringing together the provinces of Abra, Apayao, Benguet, Ifugao, Kalinga, Mountain Province, and the City of Baguio.
While CAR has achieved remarkable progress over the past 39 years, it was always intended to serve as a transition toward full regional autonomy. Today, the region continues to build on that vision by embracing digital transformation, empowering local enterprises, preserving its unique cultural heritage, and creating greater opportunities for every Cordilleran.
As we celebrate this milestone, may we continue to honor the resilience, unity, and identity of the Cordillera people while working together toward a more empowered, innovative, and autonomous future for the region.
