Blindsided By Parent Teacher Conference

I am reaching out for any advice your may have. A little background - our oldest goes to a public school and is wrapping up kindergarten.
The past parent teacher conferences throughout the year (last one was Februrary), we get remarks of she is doing well and here are some areas we would like her to work on. We had a finally one of the year and the tone change dramatically - it went from doing well to she is struggling dramatically and they wish to retain her for another year.
we are blindside by the news especially when we review her work she brings home has great remarks. We learn few items in the meeting: they send her by herself out to the hall to do checks while other students can use context clues around her, the classroom aid was doing the work, and of course the lack of communication. this combine with the fact her primary teacher has been out for months and just return, during that time between Feb and May they had a rotation of substitute teachers in the classroom. looking at her milestones sheet and asking her today, she was able to complete a portion of outstanding so possible maybe shyness.
obviously we want to do what is best for our oldest however I feel off about the sudden news and lack of communication up to today.
We plan to leverage outside tutors to help with any deficiencies they find but feel the decision to retain was pre determined and anything we do now is moot.
Asking for your thoughts - should we known sooner versus very last conference of the problems?
